This feature is available, and super easy to do with Google Tag Manager.
Follow these simple steps:
1) Configure a new Trigger
2) Apply the conditions so that they are triggered according to your needs. To do where it says "The trigger fires on" select Some Pages.
You can configure it now how you want. For example, you can select to show the banner on all paths where it not contain a specific word/phrase and in that way exclude those paths from showing illow.
3) Configure illow tag so that it executes with the new trigger.
